First-Home Buyers in 2025: What Australia’s New 5% Deposit Rules Mean and How to Prepare

What actually changed?

Unlimited places and no income caps now apply to the government-backed 5% deposit pathway (formerly First Home Guarantee). Price caps have been lifted e.g., Sydney up to $1.5m; Brisbane and Canberra up to $1.0m, with detailed caps set by region. These changes commenced 1 October 2025 and were brought forward earlier than initially flagged.

Benefits (and the trade-offs)

Pros

  • Enter sooner with a 5% deposit while avoiding LMI (a typical five-figure cost). Example: skipping LMI on a $1.0m purchase can save ~$34k up-front. ABC
  • Broader eligibility (no income caps) and substantially wider price coverage via new caps. Housing Australia

Trade-offs to weigh

  • Higher leverage = higher interest over time and tighter resilience if rates rise or prices fall (negative equity risk). ABC
  • A larger buyer pool can add price pressure; government modelling suggests a modest increase over several years, while some analysts warn of larger near-term impacts.

Who is typically eligible?

At a high level: Australian citizens aged 18+ purchasing an owner-occupied first home within the new regional price caps via a participating lender. Current program settings also contemplate not having owned property for the past decade (check fine print and lender assessments).ABC

Other useful pathways you should know about

  • First Home Super Saver Scheme (FHSSS): save via super and withdraw up to $50,000 of eligible voluntary contributions (plus associated earnings) for your deposit, subject to ATO rules and determinations.
  • State & Territory concessions/grants:
    • Queensland (example): generous transfer-duty relief for first-home buyers (and separate concessions for vacant land), with policy tweaks from late-2024/2025. Always confirm threshold, occupancy and timing conditions before exchange/settlement.
    • Other states/territories maintain grants, duty concessions and targeted programs (e.g., low-deposit government loans or assistance accounts). Eligibility, price caps and occupancy requirements differ by jurisdiction.
  • Shared-equity programs:
    • Federal “Help to Buy” (Commonwealth shared equity) is progressing through program directions; launch timing depends on operational readiness and enabling arrangements (some states have passed enabling legislation).

Five-minute prep checklist (before you commit)

  1. Serviceability & buffers: Model repayments at +2–3% interest rate stress and include strata, insurances, utilities and transport. (Smaller deposits mean less shock-absorption.) ABC
  2. Total cost to buy: Allow for duty (after concessions), legal/conveyancing, inspections, and moving costs. ABC
  3. Asset selection discipline: The scheme doesn’t fix a weak asset. Focus on build quality, strata health, location drivers, and supply pipelines. ABC
  4. Timeline and lender choice: Not all lenders participate. Confirm participating lender panels early and the cap for your region. Housing Australia
  5. Use your levers: Combine the 5% guarantee (to avoid LMI) with FHSSS and any state concessions you qualify for to improve your cash position.
